New Delhi, July 04: Union Petroleum and Natural Gas Minister Hardeep Singh Puri on Saturday said the ₹79,459 crore Rajasthan Refinery at Pachpadra marks a transformative milestone in India’s pursuit of energy self-reliance and industrial growth. Inaugurated by Prime Minister Narendra Modi, the integrated refinery-cum-petrochemical complex is among the country’s most advanced energy infrastructure projects.
Sharing details on social media, the Union Minister said the refinery has been designed to produce nearly 26 per cent petrochemical products from the very beginning. With a Nelson Complexity Index (NCI) of 17, the facility ranks among India’s most sophisticated and energy-efficient refineries, capable of processing a wide range of crude oil into high-value products.
Puri highlighted that the complex will house the world’s largest polypropylene unit, a polyethylene swing unit capable of manufacturing more than 30 polymer grades, and Asia’s largest coker unit, significantly strengthening India’s downstream petrochemical manufacturing capacity and supporting the Make in India initiative.
The minister also underscored the massive scale of construction, noting that the project required over 150 lakh cubic metres of earthwork, 16 lakh cubic metres of concrete, and nearly six lakh tonnes of structural steel, making it one of the largest refinery construction projects undertaken in the country.
Developed by HPCL Rajasthan Refinery Limited (HRRL)—a joint venture between Hindustan Petroleum Corporation Limited (HPCL) with a 74 per cent stake and the Government of Rajasthan holding 26 per cent—the complex has a refining capacity of 9 million metric tonnes per annum (MMTPA) and a petrochemical capacity of 2.4 MMTPA.
Besides strengthening India’s energy security, the refinery is expected to generate substantial employment opportunities, accelerate industrial development across Barmer and Rajasthan, and support the country’s long-term vision of self-reliance in the energy sector. During the visit, Prime Minister Modi also dedicated and laid the foundation stone for development projects worth over ₹1.06 lakh crore across Rajasthan.
