Blowout in Gas Well of Oil India Limited at Baghjan, Tinsukia District, Assam 15 June 2020

Shri Sushil Chandra Mishra, CMD, OIL handed over cheque of Rs 30.00 lakh each to the wives of the deceased firefighters,Late TikheswarGohain and Late Durlov Gogoi of OIL under the Company’s social security scheme on 15th June, 2020 at their residences in Duliajan and Namruprespectively in the presence of Shri Chandra Mohan Patowary, Transport, Industries and Commerce Minister, Govt of Assam, Shri RameshwarTeli, Union Minister of State of Food Processing, Shri Sanjay Kishan, Minister of Tea Tribes Welfare (Independent), local MLAs, Deputy Commissioners and SPs of Dibrugarh and Tinsukia Districts.

Preparation for capping theWell

  • Testing job is completed for one of the two OIL CMT high-discharge water pumps of capacity 2500 GPM, to be used for well control operation. Testing of the other pump is inprogress.
  • Civil work of digging/extension of the second CMT water reservoir (Capacity 12000 KL) near kill pump area to accommodate more volume of water is in progress.
  • Civil work for development of debris lay down, Bunk house placement and kill pump area is inprogress.
  • Laying of delivery lines from river bank station to second CMT water reservoir of capacity 12000 KL is planned to be started fromtoday.
  • Placement of additional water pump at water pump station at Dangori river bank is completed and testing of the same is inprogress.
  • Fabrication job of Heat Shields required for reducing heat hazards to working personnel at site is in progress at OIL’s Engineering Workshop at Duliajan.
  • In view of the urgency of the operation to control the well, Shri Bhaskar Pegu, Deputy Commissioner, Tinsukia District requested the service of the Army (2 Mountain division) to construct a bridge of around 150 metre length over a water body adjacent to the blowout well under provisions of “Aid to Civil Authorities 1970 under para 35 – assistance under natural calamities – fire.” Mobilization of materials & personnel from 3 Corps Indian Army, required for logistics and construction of a bridge at Baghjan site, is underway from Misamari and Tezu
  • Joint inspection of equipment, mobilised from ONGC- Sibsagar, by M/s Alert and ONGC CMT team at OIL CMT Yard in Duliajan is inprogress.
  • Vehicles carrying equipment from ONGC-Rajahmundry are in transit.

 

Relief andRehabilitation

  • Sanitization of all relief camps is inprogress.
  • 14, Assam Regiment of Indian Army is operating a medical camp for the people of Bandarkhati ReliefCamp.

 

Impact on Oil Production

  • Due to agitation programs, there was production loss of 487 MT of Crude Oil and 0.45 MMSCM of Natural Gas as reported on 14-06- 2020. Cumulative production loss since 27th May, 2020 due to bandhs and blockades:5386 MT Crude oil, 7.04 MMSCM of natural gas.

Any otherIssues

  • On receipt of report on tremor in and around Baghjan area, OIL requested North East Institute of Science and Technology (NEIST), Jorhat for measuring seismicity, if any, because of the blow out incident. A joint visit was carried out by a team from NEIST and OIL on 14.06.2020 to identify the location for installing broadband Seismographsat various radial distances from the well.Five Broadband Seismographswill be deployed by CSIR-NEIST, Jorhat at five recording sites for data to be recorded tentatively for 7-10 days. Locations have been identified and preliminary civil work for deployment of the instrumentsis in progress.

A team from TERI, Delhiis likely to arrive tomorrow to measure and monitor noise and air quality, including LEL levels.
