Blowout in Gas Well of Oil India Limited at Baghjan, Tinsukia 22 July 2020

Today in the afternoon, three experts from M/s Alert namely Anthony Steven Reynolds, Doug Dallas and Craig Neil Duncan suffered minor burn injuries while removing a spool from the well head. The three experts were provided immediate medical attention by doctor at well site and later on they were taken to burn unit section of Astha Nursing Home at Dibrugarh. They have been released after dressing of the burn injuries. It is expected that operations will resume at Baghjan tomorrow. 

Environmental Impact Assessment

  • Environmental Impact Assessment by M/s ERM: Impact Assessment study prior to Capping of well has beencompleted. Next phase of study to be conducted post Capping operation.
  • TERI Study on Air Quality & Noise Level: Sample collection for monitoring of air quality and noise level for analysis is being carried out. Recording of data at already installed analysers is in progress.
  • TERI study on Bioremediation of Sludge: Site preparation prior to bio remediation jobin high land areas along the roadside from Kaliapani Bridge to Baghjan village is in progress.
  • CSIR-NEIST Seismological Study: Recording is in progress for seismological study in the vicinity of Baghjan-5 well.
  • IIT– Guwahati Study on Thermal Mapping & Sonic Measurement: Data collection for thermal mapping and sound characteristics for further analysis has been completed yesterday.

Preparation for Capping the Well

  • Opening of Well Head Flange: The team could successfully complete more than 70% of retrieval job of 7 1/16” tubing spool yesterday and for the remaining work has been commenced since today Constant water umbrella, dewatering of the ramp / cellar area were being carried out to provide a safe working space for the working personnel.  Side shutters and mats are ready at site for use. All equipments like BOP and other requirements like flare lines etc., are being kept in ready condition for the capping operation
  • Water Deluge System: All six numbers of High Discharge CMT Water Pumps are in operation at site for spraying water to the well head during theoperation. Total 7 nos. of water pumps are available for filling both the water reservoirs periodically. Floodwater level in Pump Station No.2 is receding. Servicing of one number pump at this station is in progress while other two pumps were made available after servicing.

Relief and Rehabilitation

  • Survey for Damage Assessment: Survey for assessment of damage for compensation in both Tinsukia and Doomdooma Circle is in progress. Total number of family surveyed till 21.07.2020 both combined in Doomdooma and Tinsukia circle is 1864.

Law and Order/Bandhs/Blockades etc.

  • Stoppage of Oil/Gas Wells of BaghjanEPS: 13 numbers of oil & gas wells under Baghjan EPS are shut in since 07-07-2020. After lifting of blockade by local people, one oil well was reopened from yesterday.
  • Continued Blockades in Drilling and Workover Locations: Blockade at two drilling locations and three workover locations still continues since the beginning of June, 2020.

Impact on Oil/Gas Production due to Protests

  • Due to stoppage/blockades, there was production loss of 420 MT of Crude Oil and 1.27 MMSCM of Natural Gas as reported on 21-07-2020. Operations were disrupted in 12 Oil wells & 05 gas wells. Cumulative production loss since 27th May, 2020 due to bandhs and blockades: 15590 MT Crude oil, 34.00 MMSCM of natural gas.
