Blowout in Gas Well of Oil India Limited at Baghjan, Tinsukia 21 July 2020

Environmental Impact Assessment

  • Environmental Impact Assessment by M/s ERM: Impact Assessment study prior to Capping of well has beencompleted. Next phase of study to be conducted postCapping operation.
  • TERI Study on Air Quality & Noise Level: TERI team has commenced sample collection for air quality and noise level measurement from today.
  • TERI study on Bioremediation of Sludge:Site preparation prior to bio remediation in high land areas along the roadside from Kaliapani Bridge to Baghjan villageis in progress.
  • CSIR-NEIST Seismological Study: Recording is in progress for seismological study in the vicinity of Baghjan-5 well.
  • IIT– Guwahati Study on Thermal Mapping & Sonic Measurement:

Measurement of sound level for study by IIT-G was conducted in the areas as advised by District Administration. Measurement was carried out yesterday  in and around 000-3000 metres of blowout well – Baghajn Revenue village/Dighaltarang Revenue village,  Notun Gaoan, Magui Motapung Beel and Limbuguri(TE) area.  Data collection for the study is in progress.

Preparation for Capping the Well

  • Excavation of Ramps and Cellar: Excavation of Ramps and Cellar (EDC: 19-07-2020) completed. Installation of side shuttering and de-watering of the Ramp and Cellar (EDC: 21-07-2020): Side shutters and mats have been made ready. The Ramps, Cellar area and Work areas have been made ready. Constant water umbrella, dewatering of the ramp / cellar area and civil works are being carried out to provide a safe working space for the personnel. Work on the wellhead for retrieval of 7 1/16” spool commenced and three studs were opened. All the equipment have been tested and are in place.
  • Blockade by Villagers: Local villagers have blocked the approach road to site since this morning hampering movement of crew to site to begin work on time.

Relief and Rehabilitation

  • Surveyfor Damage Assessment: Survey for assessment of damage for compensation in both Tinsukia and Doomdooma Circle is in progress. Total numbers of family surveyed till 20.07.2020 in Doomdooma Circle is 596 and in Tinsukia Circle is 1208. Total number of family surveyed till 20.07.2020 both combined in Doomdooma and Tinsukia circle is 1804.

Law and Order/Bandhs/Blockades etc.

  • The approach road via Plastic Park to Baghjan blowout well is being blocked by protesters.
  • Forceful stoppage of Oil/Gas Wells of BaghjanEPS: 14 numbers of oil &gas wells under Baghjan EPS are shut in since 07-07-2020.
  • Blockades in Drilling and WorkoverLocations Continue: Blockade at two drilling locations and three workover locations still continuessince the beginning of June, 2020.

Impact onOil/GasProduction due to Protests

  • Due to stoppage/blockades, there was production loss of 420 MT of Crude Oil and 1.52 MMSCM of Natural Gas as reported on 20-07-2020. Operations were disrupted in 13 Oil wells & 05 gas wells. Cumulative production loss since 27th May, 2020 due to bandhs and blockades: 15247 MT Crude oil, 32.73 MMSCM of natural gas.
