Blowout in Gas Well of Oil India Limited at Baghjan, Tinsukia 17 July 2020

Environmental Impact Assessment

  • Environmental Impact Assessment by M/s ERM: ERM team   carried out ecological surveys in Rongagora Tea Estate, Limbuguri village and Barekuri area yesterday.
  • TERI study on Bioremediation of Sludge:Application of bio material will be started once the site preparation is completed inaffected areas, which was severely impacted by logged flood water.
  • CSIR-NEIST Seismological Study: Recording is in progress for seismological study in the vicinity of Baghjan-5 well.
  • IIT- Guwahati Study on Thermal Mapping & Sonic Measurement:OIL hasalsoengaged IIT-Guwahati to study reported cracks in houses surrounding the blowout site using Thermal Mapping and measurement of Sound Characteristics. The study has been initiated on 16-07-2020 in presence of officials from District Administration & PWD and Gaonburah in Notungaon area.

Preparation for Capping the Well

  • Planning for Capping the Well: Excavation for ramp adjacent to the Cellar Pit (in which the well head is placed) started on 15-07-202 This is to be followed by breaking and excavation of Cellar pit Walls (1.67 meter high on 4 sides). Excavation for one side of ramp has been completed. Work for the other side is planned for today. The excavation is taking longer time than anticipated due to presence of old rig Sub-base (RCC structure of app. 1.5 meters depth). There is heavy water ingression due to high ground water table. De-watering from the ramp has been started from today after installation of turbo and pneumatic pump. Further, in the process of excavating the earth, due to higher water table, caving-in of the earth is being experienced. To carry out this operation safely, arrangements of about 45-50 meters of steel shuttering materials are being made, which will be placed on the side walls of the ramp to arrest caving of earth in the ramp area.
  • Fabrication & repairing jobs at site:Fabrication of frame for Flare pit wall and repairing of Athey Wagon are being carried at site Workshop facility.
  • Arrangement for Killing of the well: Placement/testing and connections of killing equipment are in progress.
  • Water Deluge System: Total eight numbers of water pumps are available for pumping water from Dangori River to two numbers of water reservoirs created at well site for the capping operation and all eight pumps are in operating condition. Both the water reservoirs are being filled up periodically as per requirement. Total six numbers (3 ONGC pumps and 3 OIL pumps) of CMT High Discharge Water Pumps are available at site for spraying water to the well head during operation
  • Civil work at site: Civil work for erection of asbestos wall surrounding the flare pit is in progress.Development Debris area and approach road in front of well to Debris area is being carried out immediately based on damage.

Relief and Rehabilitation

  • Surveyfor Damage Assessment: Survey job for assessment of damage for compensation in both Tinsukia and Doomdooma Circle is in progress.06 more families and70 more families were surveyed in Doomdooma and Tinsukia Circle respectively yesterday. Total number of families surveyed till 16.07.2020 both combined in Tinsukia and Doomdooma Circle is 

Law and Order/Bandhs/Blockades etc.

  • Blockadeat EPS Baghjan Continues: Blockade still continues at Baghjan EPS since 07-07-2020. Two more oil wells were closed on 15-07-2020. Due to the blockade, 4 gas wells and 8 oil wells under Baghjan EPS are shut in. As a result, approx. 1.5-1.6 MMSCMD gas has gone out from the grid which ultimately led to curtailment of gas supply to all consumers. Additionally, there is a daily oil production loss to the tune of around 500 KL from these wells. The cumulative loss is 4306 MT of Crude Oil and 43 MMSCM of Natural Gas in last 10days.
  • Blockade at two drilling locations and three workover locations still continues.

Impact on Oil/Gas Production due to Protests

  • Due to stoppage/blockades, there was production loss of 423 MT of Crude Oil and 1.51 MMSCM of Natural Gas as reported on 16-07-2020. Operations were disrupted in 14 Oil wells & 04 gas wells. Cumulative production loss since 27th May, 2020 due to bandhs and blockades: 13506 MT Crude oil, 26.4 MMSCM of natural gas.
