Blowout in Gas Well of Oil India Limited at Baghjan, Tinsukia 08 July 2020

Environmental Impact Assessment

  • Environmental Impact Assessment by M/s ERM: Environmental Impact Assessment by M/s ERM is in progress. Air quality monitoring was conducted in Baghjan and Guijan side and noise monitoring was conducted in Guijan Side on 07.07.2020. Sample of surface water and sediment from DangoriRiver were collected for analysis. Soil sample from Dibu- Saikhowa National Park (DSNP) was also collected.  The team from ERM also conducted consultation with forest guards of DSNP and villagers of Erasuti village.  Ecological survey within DSNP was also carried out by them.  The study will be continued till one week beyond the date of capping the well successfully.
  • TERI Study on Air Quality & Noise Level: Sample collection for monitoring of air quality and noise level is in progress for analysis. Recording of data at already installed analysers is in progress.
  • TERI study on Bioremediation of Sludge:Aerial survey of affected areas was carried out using drone fly camera on 6th& 7th July, 2020. Debris clearance as a part of site preparation for bio remediation jobis being carried out along the roadside from the blow out well towards MaguriBeel.
  • CSIR-NEIST Seismological Study: Recording is in progress for seismological study in the vicinity of Baghjan-5 well. 

Preparation for Capping the Well:

  • Debris Removal: Debris removalfrom the well plinth was resumed yesterday after pulling out the Bulldozer stuck near the well head. The job has already been started this morning again. Amongst others, following major items were removed from the well plinth yesterday.
  • 320 nos. of tubing
  • Hoisting system of drilling rig(Kelly, Kelly bushing and swivel)
  • Runners- 3 nos.
  • XPM fencing 18 nos.
  • Deluge Water Supply: All arrangement for deluge water supply completed.  All three ONGC CMT Pumps are in operation.OIL CMT pumps are also ready for delivery. Fabrication and connection of additional fire water monitors are in progress. Fabrication of distribution manifolds to be connected between delivery lines and fire water monitors are completed and the same are to be placed today. Connection of suction and delivery lines of 3rd water pump at pump station #02 at Dangori River is in progress
  • Civil work at Site:  Civil works are continuously being carried out for regular maintenance and specific requirement.
  • Servicing of Equipment at OIL’s CMT Yard/ Engineering Workshop:Unitization for one set of engine and high discharge water pump is in progress. 95% of fabrication job of 1 no. smoke stake is also completed at workshop.Servicing of equipment and fabrication jobs are being carried out based on the site requirement.
  • Transferring equipment/material to the site: Equipment and materials are being transferred depending on requirement and site condition.

Relief and Rehabilitation

  • Surveys for Assessment of damage for compensation by the committee constituted by District Administration are in progress. Damage assessment for 507 families completed in Doomdooma Circle and 598 families in Tinsukia Circle till 07-07-2020. Total number of families assessed till 07-07-2020 is 1105. 

Law and Order/Bandhs/Blockades etc.

  • Road blockade from Baghjan EPS to Blowout well was lifted yesterday night at 8.30 PM after discussion with DC- Tinsukia and SP – Tinsukia. However, twelve (12) numbers of producing wells of Baghjan EPS are still shut in due to protests.  DC- Tinsukia has been apprised of the entire situation and was requested to persuade the protesters to let OIL operate the shut-in wells. DC – Tinsukia is organising a meeting today to resolve the issue.

Impact onOil/GasProduction due to Protests

  • Due to stoppage/blockades, there was production loss of 304 MT of Crude Oil and 0.94 MMSCM of Natural Gas as reported on 07-07-2020. Operations were disrupted in 11 Oil wells & 05 gas wells. Cumulative production loss since 27th May, 2020 due to bandhs and blockades: 9504 MT Crude oil, 12.91 MMSCM of natural gas.

  • Review by Minister: Hon’ble Minister of Petroleum & Natural Gas and Minister of Steel, Shri Dharmendra Pradhan reviewed the progress of capping activities with OIL team over VC yesterday.
