Blowout in Gas Well of Oil India Limited at Baghjan, Tinsukia 01 July 2020

Environmental Impact Assessment

  • Environmental Impact Assessment by M/s ERM:Environmental Impact Assessment by M/s ERM is in progress. Air quality and noise level monitoringwas conducted at both Baghjan Guijan area yesterday.The study will be continued till one week beyond the date of capping the well successfully.
  • TERI Study on Air Quality & Noise Level: Samples for monitoring air quality and noise level are being collected for analysis. Recording of data at already installed analysers is in progress.
  • TERI study on Bioremediation of Sludge: Site preparation for bio remediation job is being carried out depending on weather and site condition.
  • CSIR-NEIST/NGRI Seismological Study: Recording in progress. Currently, 5 sets of sensors including an accelerometer are recording data. 

Preparation for Capping the Well:

  • Debris Removal: Due to incessant rain, debris removal job couldn’t be taken up on 27th& 28th The job was resumed again on 29th June and most of the Debris removable with the help of MOLoilfield truck have been removed and shifted from the well plinth to debris laydown area. As reported yesterday evening, 4 loads of debris were removed yesterday from the well plinth.Additionally, the bulldozers (two) and Athey wagon have been transported to site for further debris removal to be carried out today. However, at the time of reporting, there was heavy rain at site. All out efforts are being made to enhance the pace of debris removal with all required equipment in place.
  • Civil work at Site:  Development of another area near debris laydown area for Kill pumps are in progress as the earlier site got submerged under water.Civil work at site being carried out continuously as per respective requirement.
  • Readiness of equipment at site: Equipment&accessories are made ready at site for filling of water reservoir and spraying/water jacketingand associated works.
  • Mobilization of Equipment from Outside: 4 Trailers of Portable deck mats and pins from Kolkata reached Duliajan (2 trailers reached on 30-06-2020 and the other two on 01-07-2020)
  • Servicing of Equipment at OIL’s CMT Yard: Fabrication work of heatshields for 2nd Excavator and 2nd Bull Dozer are in progress.
  • Transferring equipment/material to the site: Second Athey Wagon is being transferred to the site. Other equipment and materials are being transferred in a phased mannerdepending on requirement and site condition. 

Relief and Rehabilitation

  • Surveys for Assessment of damage for compensation by the committee constituted by District Administration are in progress. Assessments for 36 more families were conducted yesterday in Doomdooma Circle making total number of families surveyed till date in Doomdooma and Tinsukia Circle 720 families.
  • A team of PWD (Building) assessed the burnt houses along with the owners and Gaon-Burha on 30.06.2020.

Impact on Oil/Gas Production due to Protests

  • Due to stoppage/blockades, there was production loss of 60 MT of Crude Oil and 0.04 MMSCM of Natural Gas as reported on 30-06-2020. Operations were disrupted in 10 Oil wells and 1 gas wells. Cumulative production loss since 27th May, 2020 due to bandhs and blockades: 8972 MT Crude oil, 11.55 MMSCM of natural gas. 

Any other Issues

  • Flood Effect on Road Connectivity to Site: The road from EPS Baghjan side is cut off due to flood. Currently, there is only one road available (Plastic Park–Maguri Beel side), which was also kept closed for two days by District Authority due to flood. Alternate road (Talap–Kordoiguri–Bandarkhati-Bhaghjan EPS) is being repaired for entry into Baghjan EPS and 90% of repairing job is completed.
