Blowout in Gas Well of Oil India Limited at Baghjan, Tinsukia District, Assam

  1. Site Status/Fire Status in Well &Vicinity
  • The extent of the fire has been contained to thewell.
  • In order to arrest any untoward incidents of flash fire, Fire Tenders are kept ready atsite.
  • Presence of gas, noise level, air quality at vicinity of the site is being constantly monitored.
  1. Preparation for capping the Well
  • Detailed draft plan of well control operation drawn up by the team of Experts from M/s Alert, Singapore along with ONGC and OIL team has been submitted to the Ministry.
  • The first load of equipment mobilized from ONGC-Sibsagar has reached Duliajan and will be sent to the site after inspection by theExperts.
  • Rest of the vehicles are expected to reach Duliajantoday.
  • Vehicle carrying equipment from ONGC-Rajamundry crossed Palasa and was approaching Odisha border as per morning report at 07:30hours.
  • As advised by the Hon’ble Minister of Industries & Commerce, Govt. of Assam, Land deal is being finalised by DC, Tinsukia required for debris laydown area, Site Refuge & Control Area and additional waterReservoir.
  • OIL’s CMT pump of 2500 gpm capacity loaded in the Oil field truck at
  • Testing of pumps, engines and auxiliary equipment & laying of delivery lines required for sourcing of water from Dangori River are inprogress.
  1. Relief andRehabilitation
  • In addition to existing 12 nos of Relief Camps, 2 more Relief Camps have been set up at Guijan and Dhelakhat area. All the Relief Camps are being effectively provided with fooding, lodging, lighting, hygiene,toilet, drinking water and medical requirements with the help of District Administration and Local Student’s Organisations/Associations.
  1. Law and Order/Bandhs/Blockadesetc.
  • Police forces are deployed at site by the District Administration. No untoward incident of Law & Order has been reported so far atsite.
  • Production Operations were stopped/disrupted at 66 Oil wells and 13 Gas wells by students’ organisations and local people at Makum, Barekuri, Hapjan, Lankashi, Nagajan, Hebeda and Dhakul area leading to loss of crude oil and gasproduction.
  • Drilling Operations were stopped/disrupted at 4 locations and Workover Operations were stopped/disrupted at 4 locations by students’ organisations and local people at Baghjan, Barekuri, Dhakul, Bozaloni, &Borhapjanarea.
  • Crude oil Transportation through Bowser operation was carried out with the help of security at several places while some Bowsers are stranded due to blockades by localpeople.
  1. Impact on Oil Production
  • Loss of 638 MT of Crude Oil Production from 66 nos. of oil wells and 0.46 MMSCMD of Natural Gas from 3 nos. of gas wells were reported on 11-06- 2020 due to blockade by local people and students’ organisations (AMSU and ATTSA) at Makum, Barekuri, Hapjan, Lankashi, Nagajan, Hebeda and Dhakularea.
  1. Any otherIssues
  • Hon’ble Minister of Petroleum & Natural Gas & Minister of Steel took a VC meeting with OIL officials on 11-06-2020 to review theprogress.
  • Hon’ble Chief Minister of Assam is taking stock of the situation and assured OIL to provide all necessary help and assistance from State Authorities.
  • Shri Chandra Mohan Patowary, Transport, Industries and Commerce Minister, Govt of Assam, Shri RameshwarTeli, Union Minister of State of Food Processing, Shri TerashGowalla, Local MLA, Shri Bhaskar Pegu, DC, Tinsukia had a detailed discussion at Duliajan with Shri Sushil Chandra Mishra, CMD, OIL, functional directors of OIL and Mr. Michael E. Allcorn, expert from M/s Alert on the present status and action plan for capping the well.

There were some reports of tremors in nearby villages. OIL has contacted North East Institute of Science and Technology (NEIST), Jorhat to carry out a study to see if there is any induced seismicity due to the blowout.
