New Delhi, April 02 The Appointments Committee of the Cabinet (ACC) on March 25, 2026, approved the appointment of Rajesh Kumar as Director (Finance) at REC Limited, Maharatna PSU under Ministry of Power for a tenure of five years.

A seasoned finance professional with over three decades of experience, Kumar brings deep expertise in the power and infrastructure financing sectors. His professional journey spans critical domains including accounts, taxation, audit, treasury, project appraisal, and regulatory compliance. He is a Commerce graduate from Shri Ram College of Commerce and holds dual qualifications as a Chartered Accountant (CA) and Cost & Management Accountant (CMA).

Prior to his elevation, Kumar served as Executive Director (Finance) at REC Limited, where he played a key role in shaping the organisation’s financial strategy. His career includes a decade-long stint at a CPSE in engineering and consultancy, followed by over 20 years at REC, where he developed strong capabilities in power sector financing and resource mobilisation. He also served as CEO of REC Power Development and Consultancy Limited (RECPDCL), a wholly owned subsidiary, driving initiatives across renewable energy, inter-state transmission, and smart metering.

Kumar has been instrumental in strengthening REC’s financial architecture through innovative resource mobilisation strategies. He introduced advanced bond instruments such as tax-efficient hybrid bonds, perpetual bonds with AAA ratings, CBDT-notified zero coupon bonds, and capital gain bonds—broadening the investor base while reducing borrowing costs. His leadership has also extended to multilateral funding, asset-liability management, ESG initiatives, and digital transformation within the organisation.

Additionally, he has played a crucial role in resolving complex taxation matters, resulting in significant savings for the corporation. Beyond REC, Kumar has contributed to sectoral governance by serving on the boards of multiple DISCOMs and transmission companies.

His appointment comes at a pivotal time as REC undergoes restructuring to enhance scale and operational efficiency among public sector NBFCs. With India accelerating its energy transition and infrastructure development agenda, Kumar’s expertise in strategic finance and investments is expected to support REC’s long-term growth trajectory.
