APDCL, GOVERNMENT ENTITY OF ASSAM ENTERS INTO AGREEMENT WITH NARL, JV OF NLCIL’S SUBSIDIARY FOR HANDING OVER LAND TO DEVELOP 500 MW SOLAR POWER PLANT
New Delhi, June 28: In a significant step toward accelerating renewable energy development in the North Eastern region, NIRL Assam Renewables Limited (NARL) – a Joint Venture between NLC India Renewables Limited (NIRL) and Assam Power Distribution Company Limited (APDCL) – signed a Deed of Agreement on 27thJune 2025 at the 2ndNorth-East Mining Ministers’ Conclave in Guwahati, Assam.
The agreement was signed in the august presence of G Kishan Reddy, Minister of Coal and Mines, GoI, Hemanta Biswa Sarma, Chief Minister, Assam, SC Dubey, Minister of State for Coal and Mines, GoI, Kaushik Rai, Mining Minister, Assam, A T Mondal, Minister of Power, Meghalaya, W Chingangle, MLA & Advisor to Chief Minister, Nagaland, WangkiLowang, Minister of Geology, Mining & Minerals.
Arunachal Pradesh, PintsoNamgyalLepcha, Minister of Mines & Geology & Forest Dept., Sikkim, Vikram Dev Dutt, Secretary, Coal, V L Kantha Rao, Mines Secretary, and officials from NLCIL and APDCL were present on the occasion.
As part of this landmark agreement, the parties have committed to collaborate on the development of a 500 MW Solar Power Generation Plant at Lahorijan in KarbiAnglong District, Assam, as the first phase of implementation under a larger 1000 MW renewable energy development plan.
Under the agreement, APDCL will hand over 8000 bighas of land at Lahorijan to NARL for execution of the project. This initiative marks a major milestone in Assam’s journey towards sustainable energy transition and supports India’s broader commitment to achieving its Renewable Energy targets.

Speaking on the occasion, Prasanna Kumar Motupalli, Chairman and Managing Director of NLC India Limited, said:

The 500 MW solar project is not just a power plant; it is a step toward inclusive growth, sustainability, and empowering communities through clean energy.”
NARL, the implementing JV company, will anchor the execution of this solar project and future renewable initiatives in the region, including Pumped Storage and Battery Energy Storage Systems (BESS), contributing to Assam’s Renewable Purchase Obligations (RPO) and long-term energy resilience.
This strategic partnership underscores the role of public sector collaboration in fostering green development and ensuring equitable energy access for India’s eastern and northeastern frontiers.
