Panipat. June 7th, 2015.  India’s largest refiner  IndianOil will expand refining capacity of its state – of- the- art Panipat Refinery to 20.2 MMTPA. This was disclosed at the first maiden visit of the State Minister for Petroleum & Natural Gas ( I/C) Shri Dharmendra Pradhan to the refinery today.
Shri.Krishan Lal Panwar, (MLA) ,Shri.M.P.Dhanda (MLA) , Shri.Sandeep Poundrik, Joint Secretary (Refineries), ministry of Petroleum & Natural Gas  , Shri. B Ashok, Chairman, Shri. Sanjiv Singh, Director (Refineries), Shri. Debasis Sen, Director (Planning & Business Development), IndianOil, Shri. T K Basak, ED(I/c) – Panipat Refinery & Petrochemical Complex were also present on the occasion.
While appreciating performance of the refinery, particularly its capacity utilisation and energy management, Shri Pradhan emphasised the need for effective integration of Refinery operations with Petrochemicals and their positive contribution to develop downstream industries in the region.
Panipat Refinery commissioned in 1998 with refining capacity of 6.0 MMTPA had its first expansion of 6.0 MMTPA in 2006. The capacity of 3.0 MMTPA was added in 2010. The proposed expansion of refining capacity from 15.0 MMTPA to 20.2 MMTPA is being planned at a cost of Rs 15,000 crore.
Shri. Pradhan visited Refinery units and Petrochemical plants. On the occasion, a brief technical presentation was made covering the overview of Refinery Operations, Gross Refinery Margin, Sustainable Development, Synergy between Refinery and Petrochemical, Polymer Products Packaging and Sales, Complex, Corporate Social Responsibility and the future plans.
Hon’ble Minister also paid a visit to Indian Synthetic Rubber Ltd, a joint venture of IndianOil, TSRC – Taiwan and Marubeni. Shri Sanjay Bhatnagar CEO of ISRL explained various challenges and opportunity of the Synthetic Rubber industry.
Panipat Refinery was built using global technologies from IFP France; Haldor-Topsoe, Denmark; UNOCAL/UOP, USA; and Stone &Webster, USA. It processes a wide range of both indigenous and imported grades of crude oil. It receives crude from Vadinar through the 1370 km long Salaya-Mathura Pipeline which also supplies crude to Koyali and Mathura Refineries of IndianOil.
Petroleum products are transported through various modes like rail, road as well as environment-friendly pipelines. The Refinery caters to the high-consumption demand centres in North-Western India including the States of Haryana, Punjab, J &K, Himachal, Chandigarh, Uttaranchal, as well as parts of Rajasthan and Delhi.
The LPG produced from the refinery is pumped through a dedicated pipeline to IndianOil’s Kohand Bottling plant where bottling and bulk despatches are done. Panipat Refinery has also developed new products like 96 RON petrol, and sub-Zero diesel for the Indian army. It is already operating above 100% capacity for the last four years.
