HPCL Advances Circular Economy Through Sustainable Packaging

Through its HP Lubricants business, HPCL has implemented sustainable packaging solutions aimed at reducing dependence on virgin plastic and promoting responsible resource utilization.

The company has successfully incorporated between 30% and 40% Post Consumer Recycled (PCR) material across a significant portion of its lubricant packaging portfolio.

This initiative supports India’s broader sustainability goals by ensuring that plastic waste is reused and reintroduced into the manufacturing cycle rather than ending up in landfills.

According to HPCL, the move strengthens its commitment to building a circular economy where materials remain in productive use for longer periods.

HP Racer Green Introduced in 100% Recycled Packaging

A major highlight of HPCL’s sustainability programme is the introduction of HP Racer Green in 100% Post Consumer Recycled (PCR) packaging.

The company described the initiative as a significant milestone demonstrating that product performance and environmental responsibility can coexist.

The fully recycled packaging solution reflects HPCL’s efforts to reduce plastic waste while offering environmentally conscious products to consumers.

Promotion of 100% Recyclable Tin Packaging

In addition to recycled plastic packaging, HPCL is promoting the use of 100% recyclable tin packs across its lubricant portfolio.

The initiative aims to:

  • Reduce packaging waste
  • Improve resource efficiency
  • Lower material consumption
  • Support environmental conservation
  • Enhance recyclability without compromising packaging performance

The company stated that the programme aligns closely with the objectives of India’s Mission LiFE, which promotes sustainable consumption and environmentally responsible lifestyles.

How HPCL’s Recycled Packaging Ecosystem Works

HPCL explained that the recycled packaging initiative relies on Post Consumer Recycled (PCR) materials derived from discarded plastic products.

The process involves:

  1. Collection of plastic waste
  2. Cleaning and sorting
  3. Processing and recycling
  4. Granule production
  5. Manufacturing of new packaging materials

The company sources much of its recyclable plastic from waste collection and scrap networks operating within the informal sector.

Officials noted that this model not only supports recycling but also contributes to livelihood generation for workers involved in waste collection and segregation activities.

Achieving 100% EPR Compliance

HPCL reported full compliance with Extended Producer Responsibility regulations issued by the Ministry of Environment, Forest and Climate Change.

Under EPR norms, companies are required to:

  • Collect and recycle plastic equivalent to the quantity introduced into the market.
  • Increase the use of recycled plastic in packaging materials.

The company achieved:

  • 100% recollection compliance for FY 2025-26.
  • Collection and recycling of approximately 12,000 tonnes of plastic introduced into the market.
  • Full compliance across applicable packaging and used-oil obligations.

The achievement places HPCL among the leading public sector enterprises implementing circular economy principles at scale.

Commitment Continues Despite Higher Costs

HPCL acknowledged that recycled plastic currently costs more than virgin plastic in many cases.

However, the company emphasized that it remains committed to expanding the use of recycled materials across additional product lines despite higher input costs.

Officials said the long-term environmental benefits and reduction in plastic waste outweigh short-term economic considerations.

The company plans to continue increasing PCR integration across its packaging ecosystem as part of its sustainability roadmap.

Supporting India’s Green Transition

HPCL stated that sustainability remains a core component of its corporate strategy and nation-building efforts.

By investing in circular economy initiatives, recycled packaging technologies, and responsible waste management, the company aims to contribute to India’s environmental goals while supporting sustainable industrial growth.

The initiative also aligns with national efforts to reduce plastic pollution, improve recycling rates, and promote environmentally responsible manufacturing practices.
