India, Netherlands Set to Deepen Strategic Partnership During Modi Visit

New Delhi, April 10: Prime Minister Narendra Modi is scheduled to inaugurate the country’s first integrated refinery-cum-petrochemical complex of Hindustan Petroleum Corporation Limited (HPCL) at Pachpadra in Rajasthan’s Balotra district on April 21, Chief Minister Bhajan Lal Sharma announced.

The ₹79,459 crore project, developed by Hindustan Refinery and Petrochemical Limited, is expected to emerge as a key pillar of India’s energy security while driving industrial growth in Rajasthan. The facility has an annual refining capacity of 9 million metric tonnes and will process a mix of domestic Rajasthan crude and imported crude oil.

The complex is designed to produce a range of petrochemical products, including polypropylene, linear low-density polyethylene (LLDPE), high-density polyethylene (HDPE), benzene, toluene, and butadiene. These outputs are expected to support downstream industries such as transportation, pharmaceuticals, paints, and packaging, enhancing domestic value addition.

The Prime Minister will also address a public gathering during the visit and flag off LPG tankers manufactured at the refinery, marking the commencement of key operational activities. The facility has already begun commercial LPG production.

Spread across approximately 4,400 acres, the project is expected to generate significant direct and indirect employment opportunities, while contributing to skill development and regional economic expansion. It is also aimed at reducing India’s dependence on petrochemical imports and strengthening energy self-reliance.

State authorities are undertaking extensive logistical and security preparations for the visit, including infrastructure arrangements, traffic management, and public amenities. Senior officials and representatives from HPCL and related departments are coordinating efforts to ensure seamless execution of the inauguration event.
