New Delhi, July 06: The Ministry of Statistics and Programme Implementation (MoSPI) on Monday released the Expert Committee on Energy Statistics Report, outlining a roadmap to develop a robust, harmonised and internationally comparable energy statistics framework for India. The recommendations are aimed at improving the quality, consistency and reliability of energy data to support informed policymaking.

The Expert Committee, chaired by Dr. Rangan Banerjee, Director of IIT Delhi, included senior representatives from key energy ministries along with experts from The Energy and Resources Institute (TERI) and the Alliance for an Energy Efficient Economy (AEEE). The committee was constituted to strengthen India’s energy statistics system in line with evolving national and global requirements.

Among its major recommendations, the committee proposed adopting international statistical standards, including ISIC Rev. 5, NIC-2025 and the Standard International Energy Product Classification (SIEC). It also recommended the use of uniform energy conversion factors across ministries to ensure consistency in energy data compilation and reporting.

The report introduces methodologies to improve the estimation of sector-wise coal consumption, particularly for imported coal and auctioned domestic coal, by leveraging data from the Annual Survey of Industries (ASI). It also recommends that the Bureau of Energy Efficiency (BEE) maintain a comprehensive database under the Perform, Achieve and Trade (PAT) scheme to improve industrial energy consumption analysis.

Recognising critical data gaps, the committee has proposed new methodologies to estimate biofuel consumption, electricity usage by electric vehicles (EVs) and captive or off-grid electricity generation. These areas have remained largely underreported despite their growing contribution to India’s evolving energy mix. The recommendations are expected to improve the accuracy of India’s Energy Balance Table and support future refinements.

MoSPI said the report will enhance evidence-based policymaking, improve inter-agency coordination and help monitor India’s progress towards its renewable energy targets and Net Zero ambitions. The ministry also emphasised that successful implementation will require sustained collaboration among all energy ministries, research institutions and stakeholders.
