New Delhi, Feb 13: TRAI issued 731,120 notices to unregistered telemarketers (UTMs) for violating Unsolicited Commercial Communication (UCC) norms in 2025, resulting in 473,075 entities facing one-month communication restrictions and 89,936 repeat offenders receiving six-month caps.
Additionally, 184,482 telecom resources were disconnected for non-compliance. Since August 2024, over 2.1 million telecom resources have been disconnected, highlighting efforts to combat spam networks. In 2025, 3.1 million UCC complaints were lodged, with over half submitted via the Do Not Disturb (DND) application, indicating increased consumer involvement.
TRAI’s Chairman, Anil Kumar Lahoti, emphasized that these measures aim to improve consumer control over unsolicited communications. The majority of complaints were against unregistered telemarketers, demonstrating TRAI’s commitment to targeting unauthorized entities.
The DND app saw an 84.43% increase in installations to 2.8 million in 2025. TRAI has implemented a dual strategy to facilitate legitimate communications via registered entities while employing regulations, technology, and enforcement to reduce unsolicited communications from non-compliant senders.
