New Delhi, May 23: REC Power Development & Consultancy Limited (RECPDCL) and Bihar State Power Transmission Company Limited (BSPTCL) have signed a Memorandum of Understanding (MoU) to develop intra-state power transmission projects under the Tariff Based Competitive Bidding (TBCB) framework.
The partnership aims to strengthen Bihar’s power transmission infrastructure and build a modern, reliable and future-ready network capable of meeting rising electricity demand and supporting industrial growth.
The MoU signing ceremony was attended by Bihar Energy Minister Shailesh Kumar alias Bulo Mandal along with senior government and power sector officials.
Among those present were Energy Secretary and Bihar State Power Holding Company Limited (BSPHCL) CMD Ajay Yadav, RECPDCL Chief Executive Officer Prince Dhawan and BSPTCL Managing Director Rahul Kumar.
According to officials, the collaboration is focused on modernising Bihar’s transmission network while improving efficiency, reliability and long-term grid resilience.
The agreement outlines four key focus areas, including grid modernisation, transparent project allocation, faster implementation timelines and enhanced private sector participation.
Under the initiative, transmission projects will be awarded through the Tariff Based Competitive Bidding route to ensure cost efficiency, transparency and competitive project development.
The partners said the programme is expected to support the creation of a high-technology power network aimed at reducing transmission losses and improving power quality across the state.
The MoU also seeks to accelerate project execution by streamlining development timelines for critical transmission infrastructure.
In addition, the framework is expected to encourage greater private investment in Bihar’s power sector, bringing in capital, advanced technologies and industry best practices.
Speaking at the event, Energy Minister Shailesh Kumar said the initiative would play an important role in Bihar’s industrial growth strategy for 2025–30 by ensuring dependable and efficient electricity infrastructure for upcoming industries.
Officials said the partnership marks a significant step toward strengthening Bihar’s energy ecosystem and supporting the state’s broader economic and industrial development objectives.

आरईसी पावर डेवलपमेंट एंड कंसल्टेंसी लिमिटेड (आरईसीपीडीसीएल) और बिहार स्टेट पावर ट्रांसमिशन कंपनी लिमिटेड (बीएसपीटीसीएल) ने टैरिफ आधारित प्रतिस्पर्धी बोली (टीबीसीबी) मोड के माध्यम से इंट्रा-स्टेट ट्रांसमिशन परियोजनाओं को विकसित करने के लिए आधिकारिक तौर पर एक ऐतिहासिक समझौता ज्ञापन (एमओयू) पर हस्ताक्षर किए हैं। इस रणनीतिक पहल का उद्देश्य एक आधुनिक, विश्वसनीय और भविष्य के लिए तैयार बिजली पारेषण नेटवर्क बनाना है जो बिहार की तेजी से बढ़ती ऊर्जा मांगों का समर्थन करने और औद्योगिक विस्तार को गति देने में सक्षम होगा।
इस हाई-प्रोफ़ाइल हस्ताक्षर समारोह में बिहार सरकार के माननीय ऊर्जा मंत्री, श्री शैलेश कुमार (उर्फ बुलो मंडल) ने शिरकत की। इसमें बिहार सरकार के ऊर्जा विभाग, बीएसपीटीसीएल और बीएसपीएचसीएल के वरिष्ठ अधिकारियों के साथ-साथ, ऊर्जा सचिव और बीएसपीएचसीएल के सीएमडी श्री अजय यादव (आईएएस); आरईसीपीडीसीएल के मुख्य कार्यकारी अधिकारी श्री प्रिंस धवन (आईएएस); और बीएसपीटीसीएल के प्रबंध निदेशक श्री राहुल कुमार (आईएएस) जैसे प्रमुख प्रशासनिक नेता भी उपस्थित थे।
साझेदारी के मुख्य उद्देश्य:
यह सहयोग बिहार की बिजली व्यवस्था को मौलिक रूप से उन्नत करने के लिए डिज़ाइन किया गया है। समझौता ज्ञापन के मुख्य फोकस क्षेत्र हैं:
(1) ग्रिड आधुनिकीकरण: ट्रांसमिशन घाटे को कम करने और बिजली की गुणवत्ता में सुधार करने के लिए एक लचीले, उच्च तकनीक नेटवर्क का निर्माण।
(2) पारदर्शी बोली: लागत प्रभावी, प्रतिस्पर्धी और अत्यधिक पारदर्शी परियोजना आवंटन सुनिश्चित करने के लिए TBCB मोड का लाभ उठाना।
(3) त्वरित निष्पादन: महत्वपूर्ण ट्रांसमिशन परियोजनाओं के कार्यान्वयन में तेजी लाने के लिए समय-सीमा को सुव्यवस्थित करना।
(4) निजी निवेश: राज्य के ऊर्जा क्षेत्र में वैश्विक सर्वोत्तम प्रथाओं और मजबूत वित्तपोषण लाने हेतु निजी क्षेत्र की अधिक भागीदारी को प्रोत्साहित करना।
माननीय ऊर्जा मंत्री श्री शैलेश कुमार उर्फ बुलो मंडल ने इस बात पर जोर दिया कि यह पहल आगामी उद्योगों के लिए विश्वसनीय और कुशल बिजली बुनियादी ढांचा सुनिश्चित करके 2025-30 के लिए बिहार के औद्योगिक विकास दृष्टिकोण में महत्वपूर्ण योगदान देगी।
