PM Modi Inaugurates 28th CSPOC at Samvidhan Sadan, Focus on AI, Ethics and Parliamentary Trust

New Delhi, Jan 15 Prime Minister Narendra Modi today inaugurated the 28th Conference of Speakers and Presiding Officers of the Commonwealth (CSPOC) at the historic Central Hall of Samvidhan Sadan, reaffirming India’s commitment to strengthening democratic institutions in the digital age.

The inaugural ceremony was attended by Lok Sabha Speaker Om Birla, Union Ministers, Rajya Sabha Deputy Chairman Harivansh, Presiding Officers of Commonwealth Parliaments, Members of Parliament and other distinguished dignitaries.

Delivering the welcome address, Lok Sabha Speaker Om Birla highlighted the transformative impact of Artificial Intelligence and social media on democratic governance. While acknowledging their role in improving efficiency and transparency, he cautioned against challenges such as misinformation, cybercrime and social polarisation. Emphasising the need for ethical AI and accountable social media frameworks, Shri Birla said legislatures must collectively evolve solutions to safeguard democratic values.

Highlighting India’s experience, the Speaker noted the increasing use of AI and digital technologies in Parliament and State Legislatures, with a move towards paperless functioning and a unified digital platform, setting new benchmarks in transparency and accessibility.

Shri Birla also underlined India’s legislative reforms, including the repeal of obsolete laws and the enactment of welfare-oriented legislation, which have accelerated the country’s journey towards becoming a developed and self-reliant nation. Reflecting on over seven decades of parliamentary democracy, he said people-centric policies and a robust electoral system have deepened public trust in democratic institutions.

Calling India the “Mother of Democracy,” the Speaker said hosting the CSPOC in the world’s largest democracy symbolises a shared commitment to democratic dialogue and cooperation across the Commonwealth. He added that under Prime Minister Modi’s leadership, India has emerged as the world’s fastest-growing major economy and is increasingly seen as a source of global direction and stability.

The Conference will deliberate on key themes including AI in Parliament, the impact of social media on parliamentarians, enhancing citizen participation beyond voting, and the health and wellbeing of MPs and parliamentary staff. Discussions will also focus on the impartiality and fairness of Presiding Officers and strengthening public trust in Parliaments.

The 28th CSPOC brings together Speakers and Presiding Officers from 53 national parliaments, with 61 Presiding Officers from 42 member countries and four semi-autonomous parliaments participating. The Conference will conclude tomorrow with the Valedictory Address by the Lok Sabha Speaker.
