Faridabad, Feb 17: In a major thrust towards achieving the ambitious Renewable Energy capacity addition target of Government of India and advancing towards achieving the net zero vision, Prime Minister Narendra Modi laid the foundation stone of the 300 MW Solar Power Plant located at Village: Karnisar-Bhatiyan, Tehsil Poogal, District- Bikaner, Rajasthan through video conferencing mode on 16th February, 2024. The project is being set up by NHPC Limited under Government of India’s CPSU Scheme, Phase-II, Tranche-III with total investment of over Rs. 1732 Crore.
Equipped with cutting-edge technology, including high-efficiency bifacial modules manufactured in India, the solar project aligns with the Atma Nirbhar Bharat initiative led by Prime Minister Modi. The electricity generated will be transmitted through Bikaner-II ISTS Substation. The project aims to produce around 750 million units of green power annually considering a Capacity Utilization Factor (CUF) of 28.50% thereby offsetting carbon dioxide emissions by approximately 18,000 million Metric tons over its lifetime.
Power Usage Agreement for the project has been inked with Punjab State Power Corporation Limited (PSPCL) at a competitive tariff of Rs. 2.45/unit for 25 years considering Viability Gap Funding (VGF) of ₹ 134.70 Cr offered by the MNRE, Govt. of India. The project is scheduled for commissioning by September 2024 with the potential to create employment opportunities for approximately 600 individuals indirectly during the project phase and 100 personnel during the Operations & Maintenance phase. Furthermore, State Government of Rajasthan will also get a contribution towards Rajasthan Renewable Energy Development Fund as per the provisions of Solar Policy of State for development of large power system infrastructure for grid management, other supporting infrastructure and facilitation works for the stakeholders.
The function was also graced by Bhajan Lal Sharma, Chief Minister of Rajasthan, R.K. Singh, Union Cabinet Minister of Power and New & Renewable Energy, Arjun Ram Meghwal, Union Minister of Law & Justice and Member of Parliament from Bikaner. Smt. Diya Kumari, Deputy Chief Minister, Rajasthan, Krishan Pal Gurjar, Minister of State for Power and Heavy Industries, and Prem Chand Bairwa, Deputy Chief Minister, Rajasthan also attended the ceremony. NHPC Limited is India’s leading hydropower company. NHPC has a total installed capacity of 7097.2 MW of Renewable Energy (including wind and solar) through its 25 power stations, including 1520 MW through subsidiaries. At present, NHPC (including subsidiaries/Joint Venture companies) is engaged in construction of 15 projects with an aggregate installed capacity of 10449 MW.

बीकानेर सौर ऊर्जा संयंत्र की आधारशिला रखी
भारत सरकार के महत्वाकांक्षी नवीकरणीय ऊर्जा क्षमता अभिवृद्धि लक्ष्य को प्राप्त करने और नेट जीरो विजन को प्राप्त करने की दिशा में आगे बढ़ते हुए, प्रधानमंत्री श्री नरेंद्र मोदी ने 16 फरवरी, 2024 को विडियो कोन्फरेंसिंग के माध्यम से गांव: करणीसर-भाटियान, तहसील पूगल, जिला-बीकानेर, राजस्थान में स्थित 300 मेगावाट के सौर ऊर्जा संयंत्र की आधारशिला रखी। यह परियोजना भारत सरकार की सीपीएसयू स्कीम, चरण- II, श्रृंखला- III के अंतर्गत एनएचपीसी लिमिटेड द्वारा कुल 1732 करोड़ रुपए के निवेश के साथ स्थापित की जा रही है।
भारत में विनिर्मित उच्च दक्षता वाले बाइफेशियल मॉड्यूल सहित अत्याधुनिक तकनीक से लैस, यह सौर परियोजना प्रधानमंत्री मोदी के नेतृत्व में आत्मनिर्भर भारत पहल के अनुरूप है। इससे उत्पादित विद्युत को बीकानेर-II आईएसटीएस सबस्टेशन के माध्यम से प्रेषण किया जाएगा। इस परियोजना का लक्ष्य 28.50% की क्षमता उपयोग कारक (सीयूएफ) पर विचार करते हुए वार्षिक लगभग 750 मिलियन यूनिट हरित ऊर्जा का उत्पादन करना है, जिससे इसके जीवनकाल में लगभग 18,000 मिलियन मीट्रिक टन कार्बन डाइऑक्साइड उत्सर्जन में कमी आएगी।
नवीन और नवीकरणीय ऊर्जा मंत्रालय, भारत सरकार द्वारा प्रस्तावित 134.70 करोड़ रुपए की व्यवहार्यता अंतर निधि (वीजीएफ) पर विचार करते हुए 25 वर्षों के लिए रु 2.45/ यूनिट के प्रतिस्पर्धी टैरिफ पर पंजाब स्टेट पावर कॉर्पोरेशन लिमिटेड (पीएसपीसीएल) के साथ इस परियोजना के लिए विद्युत उपयोग समझौता किया गया है। इस परियोजना को सितंबर, 2024 तक चालू करने की योजना है। इस परियोजना से परियोजना चरण के दौरान अप्रत्यक्ष रूप से लगभग 600 व्यक्तियों और प्रचालन एवं रखरखाव चरण के दौरान 100 कर्मियों के लिए रोजगार के अवसर सृजित होगें। इसके अलावा, राजस्थान राज्य सरकार को ग्रिड प्रबंधन, अन्य सहायक अवसंरचना और हितधारकों के लिए सुविधा कार्यों के लिए बड़ी विद्युत प्रणाली की अवसंरचना के विकास के लिए राज्य की सौर नीति के प्रावधानों के अनुसार राजस्थान अक्षय ऊर्जा विकास निधि में भी लाभ प्राप्त होगा।
इस समारोह में श्री भजन लाल शर्मा, माननीय मुख्यमंत्री, राजस्थान, श्री आर.के. सिंह, माननीय केंद्रीय मंत्री (विद्युत, नवीन एवं नवीकरणीय ऊर्जा), श्री अर्जुन राम मेघवाल, माननीय केंद्रीय राज्य मंत्री (विधि एवं न्याय, संसदीय कार्य और संस्कृति), संसद सदस्य, बीकानेर भी उपस्थित थे।
