New Delhi, Nov 15: Ashutosh Gangal, General Manager Northern Railways held a performance review meeting with the departmental heads of Northern Railway and DRMs at NR headquarter office in New Delhi. Amongst many issues deliberations were on Preparedness for winter season precautions Safety on tracks, enhancement of speed, train operations keeping in mind the upcoming foggy weather, Business Development Units and Freight loading.
The GM emphasized that, Railway should be prepared for winter season precautions and utmost care should be given to prevent rail/weld fractures. The visual examination and lubrication of rail joints and welds should also be completed on priority. He also instructed that night patrolling should be enhanced.
Safety is the prime focus over Railways. The GM emphasized on improving the maintenance standards of tracks, level crossings and construction of boundary wall along the track in high speed sections. He took serious note of the trespassing on line. He also advised to make efforts to clear encroachment near the railway tracks to ensure safety.
GM took stock of detention of trains due to crew change at crew changing points and instructed the divisions to construct Porta Cabins at both ends of crew changing lines/points with proper sitting arrangements which may help to implement crew changing within shortage possible timeso that the delay of trains on account of crew changing can be minimized.
He also emphasized on focusing on electrical safety on tracks as well as safety in relay and panel rooms for error free movement of trains. He stressed upon the minimizing the human failure in train operation. He also instructed the department heads and DRMs, to maintain the punctuality at 95% and keep pace for freight loading with safety as priority.
He further said that, the monitoring system of progress of construction projects should also be a prime focus area as the development/improvement of railways are very much dependent on these projects. He told department heads to expedite and complete the work in stipulated time manner in particular construction projects.
Taking on freight Business Development, the GM took stock of the outreach of the Business Development Units. He also instructed that BDUs should create an environment of trust, support and confidence amongst the customers. He added that the initiatives and concessions offered by the Railways should reach the clients. He also informed that, loading of food grains & other items have steadily increased with every passing month.

उत्तर रेलवे के महाप्रबंधक श्री आशुतोष गंगल ने उत्तर रेलवे के प्रमुख विभागाध्यक्षों और मंडल रेल प्रबंधकों के साथ एक समीक्षा बैठक का आयोजन किया। बैठक में शीतकालीन मौसम के दौरान अधिक सावधानियां बरतने की तैयारी, रेलपथों पर संरक्षा, गतिसीमा में वृद्धि, आगामी कोहरे के मौसम के मद्देनज़र रेल परिचालन, बिजनेस डेवलेपमेंट यूनिटों और मालभाड़ा जैसे मद्दों पर चर्चा की गयी ।
महाप्रबंधक ने शीतकालीन सावधानियां बरतने पर बल दिया और कहा कि रेल/वैल्ड दरारों को रोकने पर पूरा ध्यान दिया जाना चाहिए । रेल ज्वाइंटस और वैल्ड़ों का निरीक्षण और ल्यूब्रीकेशन प्राथमिक आधार पर किया जाना चाहिए । उन्होंने रात्रिकालीन गश्त को भी बढ़ाने के निर्देश दिए ।
संरक्षा रेलवे की प्राथमिकता है । महाप्रबंधक ने रेलपथों, रेल फाटकों के संरक्षा मानकों को बेहतर बनाने और हाई-स्पीड सेक्शनों में रेलपथों के किनारे चारदीवारी का निर्माण करने पर बल दिया । उन्होंने रेलपटरियों को पार करने की घटनाओं को गम्भीरता से लिया । उन्होंने संरक्षा सुनिश्चित करने के लिए रेलपथों के निकट अतिक्रमणों को हटाने के प्रयास करने का परामर्श दिया ।
महाप्रबंधक ने क्रू-चेंज बिंदुओं पर क्रू-चेंज के कारण रेलगाडि़यों के गतिरोध पर चर्चा की और मंडलों को क्रू-चेंजिंग लाइनों/प्वाइंटों के दोनों सिरों पर बैठने की व्यवस्था वाले पोर्टा केबिनों के निर्माण का निर्देश दिया जिससे न्यूनतम सम्भावित समय में क्रू-चेंजिंग की जाये और क्रू-चेंजिंग के कारण होने वाले रेलगाडि़यों के विलम्ब को कम किया जा सके ।
उन्होंने रेलगाडि़यों के निर्बाध संचलन के लिए रेलपथों के साथ-साथ रिले और पैनल रूमों पर विद्युत सुरक्षा पर ध्यान केन्द्रित करने पर बल दिया। उन्होंने रेल परिचालन में मानवीय भूलों को कम करने पर जोर दिया। उन्होंने प्रमुख विभागाध्यक्षों और मंडल रेल प्रबंधकों से समयपालनबद्धता को 95% तक बनाए रखने और संरक्षा को प्राथमिकता देते हुए मालभाड़ा लदान की गति बढ़ाने के लिए कहा ।
उन्होंने आगे कहा कि निर्माण परियोजनाओं की प्रगति की निगरानी प्रणाली पर विशेष ध्यान दिया जाना चाहिए क्योंकि रेलवे का विकास बहुत हद तक इन परियोजनाओं पर निर्भर करता है । उन्होंने विभागाध्यक्षों से विशेष निर्माण परियोजनाओं को निर्धारित समय में पूरा करने के लिए कहा ।
मालभाड़ा बिजनेस डेवलपमेंट पर बात करते हुए महाप्रबंधक ने व्यापार यूनिटों के बढ़े हुए दायरों का जायज़ा लिया । उन्होंने कहा कि बीडीयू को ग्राहकों के बीच भरोसे, सहयोग और आत्मविश्वास का माहौल बनाना चाहिए । उन्होंने कहा कि रेलवे द्वारा दी जा रही रियायतें ग्राहकों तक पहुँचनी चाहिए । उन्होंने बताया कि खाद्यान्नों एवं अन्य मदों के लदान में प्रत्येक गुजरते माह के साथ वृद्धि हुई है।
