New Delhi, July 25: Rajya Sabha Chairman C.P. Radhakrishnan on Saturday inaugurated the two-day ‘Prarambh’ Orientation Programme for newly elected and nominated members of the Upper House, calling on them to dedicate themselves wholeheartedly to their parliamentary responsibilities. Addressing the gathering, he said that constructive debates, informed discussions and meaningful legislative participation are essential for strengthening India’s democratic institutions. He stressed that even brief interventions during Question Hour, Zero Hour or Parliamentary Committee meetings can influence policy decisions and bring lasting benefits to the nation.
Emphasising the importance of democratic values, Radhakrishnan said legislators may hold different political views, but they must remain united in their commitment to the Constitution of India and the welfare of citizens. Reiterating his guiding principle, he said, “Debates, discussions or even disruptions, it must always lead to a decision.” He cautioned that disruptions without meaningful discussion weaken the legislative process and diminish the purpose of Parliament. The Chairman also underlined the need to preserve the sanctity of Question Hour and Zero Hour, describing them as vital mechanisms through which Members of Parliament can seek accountability from the government and raise issues of public importance.
Welcoming the 67 first-time Rajya Sabha members, Radhakrishnan appreciated their participation in the orientation programme despite weekend commitments in their respective states. He described the Rajya Sabha as the cornerstone of India’s federal democracy, where representatives from different regions come together to promote national unity and integration. According to him, members are bound by one Constitution, one vision of Nation First (Rashtra Pratham), and one goal of achieving Viksit Bharat @2047. The inaugural programme was attended by Deputy Chairman Harivansh, Rajya Sabha Secretary-General P.C. Mody, Members of Parliament and senior officials of the Rajya Sabha Secretariat.
Deputy Chairman Harivansh said the new members have entered Parliament during Amrit Kaal, providing them with a historic opportunity to contribute to building a Developed India by 2047. He reminded them that Parliament empowers members to hold the government accountable, raise issues of public concern, offer constructive criticism, participate in lawmaking and provide informed suggestions on legislation. He encouraged the new members to use parliamentary procedures effectively to serve the people and strengthen India’s democratic framework.
The Prarambh Orientation Programme marks an important beginning for new Rajya Sabha members, reinforcing the values of constructive debate, constitutional responsibility and effective parliamentary participation in advancing the vision of Viksit Bharat @2047.
