Jammu, April 23: Atal Dulloo outlined an ambitious digital governance roadmap at ‘Tech Saksham’, a capacity-building workshop jointly organised by the National Informatics Centre and NICSI under the Ministry of Electronics and Information Technology in Jammu.
Positioning digital systems as the backbone of governance, Dulloo emphasised a shift towards a “Whole-of-Government” approach aimed at breaking departmental silos through interoperable platforms and shared digital architecture. The strategy is designed to enable seamless, transparent, and efficient public service delivery across the Union Territory.
Highlighting the region’s geographical diversity, he noted that digital platforms act as critical enablers in bridging access gaps, reducing administrative delays, and enhancing citizen trust. He stressed the importance of user-friendly interfaces and local language integration to ensure inclusive digital adoption.
The Chief Secretary underscored the role of structured data in enabling deployment of Artificial Intelligence for governance, transforming data into actionable insights. At the same time, he called for strict adherence to cybersecurity protocols and comprehensive crisis management frameworks across departments.
Key announcements included the establishment of a Centre of Excellence in AI at Indian Institute of Technology Jammu, aimed at driving region-specific innovation. The administration is also planning two dedicated IT parks in Jammu and Srinagar to boost the startup ecosystem and generate employment.
The workshop featured participation from senior officials including Shantmanu, Chandraker Bharti, and Piyush Singla, along with experts from government and industry.
Sessions covered critical areas such as cybersecurity, cloud technologies, and AI, with inputs from domain experts including Amit Dubey and Rajendran Dandapani of Zoho Corporation.
The initiative reflects J&K’s broader push to leverage technology for governance transformation, innovation-led growth, and enhanced public service delivery.
