Government Push for Industrial Infrastructure Upgrade
The Government of India is working to accelerate industrial development through the Bharat Audyogik Vikas Yojana (BHAVYA), a new initiative aimed at building investment-ready industrial parks across the country. The scheme is designed to attract domestic and global industries, generate large-scale employment, and strengthen India’s manufacturing ecosystem.
According to senior officials from the Department for Promotion of Industry and Internal Trade (DPIIT), the scheme focuses on ensuring that industrial parks are not just infrastructure projects but fully operational manufacturing hubs capable of attracting investments quickly.

DPIIT Secretary Amardeep Singh Bhatia emphasized that the success of BHAVYA will not be measured solely by the creation of infrastructure. He urged States and Union Territories to design investor-friendly proposals highlighting ease of doing business, competitive advantages, and strong ecosystem support. The objective is to ensure that industries can begin operations within a reasonable timeframe after project approval.
Bhatia also noted that project evaluation under BHAVYA will focus on long-term viability, industrial productivity, and investment potential rather than just physical development metrics.
Building Integrated Industrial Ecosystems
The BHAVYA scheme is expected to play a key role in developing integrated industrial ecosystems supported by logistics, infrastructure, and institutional facilities. Officials highlighted that such ecosystems are essential to enhance India’s competitiveness in global manufacturing.

Role of Testing and Quality Infrastructure
A key highlight of the discussion was the importance of quality assurance and testing infrastructure in industrial development. The workshop organised by the National Industrial Corridor Development Corporation (NICDC) focused on strengthening certification systems through institutions like the Bureau of Indian Standards (BIS) and the National Test House (NTH).
NICDC Managing Director and CEO Rajat Kumar Saini stressed the need for robust infrastructure backed by strong testing and certification ecosystems to ensure industrial reliability and global competitiveness.
Expanding Certification and Testing Capabilities
The National Test House highlighted its expanding role in supporting industrial ecosystems. It presented advanced testing capabilities across sectors such as drones, electric vehicle batteries, aerospace components, solar equipment, and organic food products.
Officials also highlighted ongoing collaboration with NICDC to establish testing facilities and sample collection centres within industrial corridor projects. This initiative aims to reduce compliance time and bring certification services closer to manufacturing hubs.
Participation from States and UTs
The workshop saw participation from over 100 representatives across 31 States and Union Territories. Discussions focused on implementing the BHAVYA framework effectively and ensuring coordinated efforts between central and state agencies.
