Union Home Minister and Minister of Cooperation Amit Shah on Monday launched the FCRA 2.0 Portal and the Electronic Overseas Citizen of India (e-OCI) Card in New Delhi, marking a significant step towards strengthening digital governance, transparency and citizen-centric services.

The launch ceremony was attended by the Union Home Secretary, Foreign Secretary, Director of the Intelligence Bureau (IB) and several senior government officials.

Speaking on the occasion, Amit Shah said the two initiatives reflect the government’s commitment to ‘Minimum Government, Maximum Governance’, a vision championed by Prime Minister Narendra Modi. He noted that technology-driven governance makes services easier for honest citizens while ensuring stricter monitoring of those attempting to misuse the system.

Highlighting the transformation of the Foreign Contribution (Regulation) Act (FCRA) framework, Shah said the system before 2014 was burdened by manual files, cumbersome procedures and limited monitoring. Since then, the government has undertaken major reforms to strengthen compliance, improve transparency and safeguard national security.

The newly launched FCRA 2.0 Portal has been developed to simplify compliance, reduce paperwork and provide end-to-end digital services for organisations receiving foreign contributions. The portal integrates major government databases, including PAN, Aadhaar, OCI, NGO Darpan and the ICAI’s UDIN system, enabling faster verification and seamless processing of applications.

According to the Ministry of Home Affairs, around 14,500 active FCRA organisations operate across the country, while 15,000 to 20,000 applications and nearly 17,000 annual returns are processed every year. The new portal aims to handle this large volume more efficiently through API-based integration, Aadhaar authentication, e-Sign, OCR-based document verification and an integrated dashboard.

Hosted on the MeghRaj Government Cloud, the platform also enhances data security, significantly reducing the risk of data theft. The government has also announced plans to introduce an AI-powered chatbot, a dedicated mobile application and an online dashboard for banks in the coming months.

Alongside the portal, Amit Shah launched the e-OCI Card, a fully digital service that modernises the Overseas Citizen of India programme. The new system enables applicants to complete the entire OCI process online, including application submission, document upload and downloading the approved digital card.

One of the most significant reforms is the elimination of the requirement to reissue the OCI booklet when a new passport is issued after the age of 20. Instead, cardholders will only need to update passport details online, making the process faster and more convenient.

The digital OCI card also removes the risk of losing physical documents, enables real-time verification, improves immigration clearance and strengthens identity verification through integration with digital immigration systems.

The Ministry of Home Affairs said these initiatives represent another milestone in leveraging technology for transparent, secure and citizen-friendly governance. By reducing paperwork, improving compliance monitoring and offering seamless digital services, both platforms are expected to significantly enhance service delivery while reinforcing national security and good governance.
