New Delhi, March 13: Prime Minister Narendra Modi inaugurated the capacity augmentation project of the Numaligarh–Siliguri Product Pipeline (NSPL) of Oil India Limited during a public event in Guwahati on March 13, 2026.

The 654-km cross-country multi-product pipeline, with a diameter of 406 mm (16-inch), was originally designed to handle 1.72 million metric tonnes per annum (MMTPA). Following the upgrade, its capacity has been enhanced to 5.5 MMTPA to support the expansion of Numaligarh Refinery Limited from 3.0 MMTPA to 9.0 MMTPA under the government’s Hydrocarbon Vision 2030 for the North-East.

The augmentation was achieved by upgrading key infrastructure, including converting pigging stations at Sekoni, Guwahati, Bongaigaon and Madarihat into intermediate pumping stations. Pumping facilities at the Numaligarh dispatch terminal were also strengthened, while operational facilities at the Siliguri receipt terminal were upgraded to improve efficiency and safety.

Executed as a brownfield project, the expansion was completed at a cost of about ₹750 crore against the approved budget of ₹860 crore, delivering cost savings while optimising existing assets.

During the construction phase, the project generated around 4.1 million man-hours of employment over more than three years across Assam and West Bengal.

The upgraded pipeline is expected to significantly strengthen petroleum product transportation infrastructure in the North-East and support India’s broader energy security objectives.
