The Appointments Committee of the Cabinet (ACC) has approved a major reshuffle of senior IAS officers, appointing Secretaries across key ministries, including Education, Housing and Urban Affairs, Mines, Panchayati Raj and Labour. The ACC has also granted in-situ upgradation to four officers to the rank and pay of Secretary to the Government of India.

The Appointments Committee of the Cabinet (ACC) has approved a major reshuffle of senior bureaucrats, appointing Secretaries and senior officers across key ministries, including Education, Panchayati Raj, Housing and Urban Affairs, Mines, Labour and Employment, Minority Affairs, and the National Human Rights Commission (NHRC). The appointments are aimed at ensuring administrative continuity and filling vacancies arising from the retirement of senior officers.
Among the key appointments, Katikithala Srinivas has been appointed Secretary, Ministry of Development of North Eastern Region (DoNER), while Vineet Joshi has been named Secretary, Ministry of Panchayati Raj. Shri Naresh Pal Gangwar will take over as Secretary, Department of Higher Education, Ministry of Education, while Shri Piyush Goyal has been appointed Secretary-General, National Human Rights Commission (NHRC).
The ACC has also appointed T. K. Anil Kumar as Secretary, Department of School Education and Literacy, Ministry of Education while Sushil Kumar Lohani has been designated Officer on Special Duty in the Department of Animal Husbandry and Dairying and will subsequently assume charge as Secretary of the department.
Several other senior appointments include Archana Varma as Secretary, Department of Official Language, Ministry of Home Affairs (MHA), Keshav Chandra as Secretary, Ministry of Mines (MoM), D. Thara as Secretary, Department of Capital Development, B. Rajender as Director, Lal Bahadur Shastri National Academy of Administration (LBSNAA), Chandra Bhushan Kumar as Secretary, Ministry of Labour and Employment (MoLE), Satendra Singh as Secretary, Department of Urban Development, Ministry of Housing and Urban Affairs (MoHUA) and Suchindra Misra as Secretary, National Commission for Minorities.
In addition to the appointments, the ACC has approved in-situ upgradation of Mritunjay Kumar Narayan, Shri Santosh Kumar Yadav, Rajeev Singh Thakur and Shri Dilip Kumar to the level of Special Secretary with the rank and pay of Secretary to the Government of India. The officers will continue in their present assignments while their posts are temporarily upgraded.
The decisions form part of the Government’s broader effort to ensure smooth succession in top administrative positions and strengthen governance by placing experienced officers in leadership roles across important ministries and departments.
