The Government of Andhra Pradesh and Punjab National Bank (PNB) have signed a landmark MoU to establish India’s first bank-led Quantum Finance Hub at Amaravati Quantum Valley (AQV). The initiative aims to accelerate innovation in quantum computing, artificial intelligence (AI), cybersecurity, digital banking, fraud detection, and financial technology through collaboration between government, academia, startups, and industry.

The Government of Andhra Pradesh and Punjab National Bank (PNB) have signed a landmark Memorandum of Understanding (MoU) to establish India’s first bank-led Quantum Finance Hub at Amaravati Quantum Valley (AQV). The agreement was signed in the presence of Andhra Pradesh Chief Minister N. Chandrababu Naidu and PNB Managing Director & CEO Ashok Chandra, marking a significant milestone in the country’s journey toward next-generation banking and financial technologies.

As part of the collaboration, PNB inaugurated the Quantum Finance Hub, becoming the first Indian bank to partner with a state government to create a dedicated innovation hub focused on Quantum Computing and Artificial Intelligence (AI) for the banking sector. The hub will serve as a collaborative platform connecting industry, academia, startups, research institutions, government agencies, and technology partners to develop practical solutions for cybersecurity, fraud detection, operational efficiency, customer experience, and secure digital financial systems.

The initiative comes at a time when the banking industry is undergoing rapid digital transformation, while facing increasingly sophisticated cyber threats and financial fraud risks. By leveraging Quantum Computing and AI, the hub aims to develop quantum-safe banking technologies, strengthen cyber resilience, improve risk management, and build intelligent banking solutions that are secure, scalable, and future-ready. It will also promote research collaborations, pilot projects, innovation challenges, and startup incubation programmes.

Speaking on the occasion, Chief Minister N. Chandrababu Naidu said Amaravati is being developed as a global hub for deep technologies and innovation, with Amaravati Quantum Valley forming the foundation of this vision. He noted that the partnership with PNB would accelerate research, skill development, startup growth, and innovation, while reinforcing India’s leadership in quantum technologies, artificial intelligence, and digital finance.

PNB MD & CEO Ashok Chandra described the Quantum & AI Finance Innovation Hub as a major milestone in the bank’s technology transformation journey. He said the platform would encourage joint research, technology demonstrations, startup incubation, and industry partnerships, enabling the banking sector to adopt future-ready digital solutions while supporting India’s vision of a secure, resilient, and innovation-driven financial ecosystem.
