GAIL signs Gas Cooperation MoUs with Haryana, Punjab

 

GAIL (India) Limited has signed Gas Cooperation MoUs with Haryana and Punjab for enlisting State level cooperation for the development of Dadri-Nangal pipeline network, as planned in this region. 

The MoU with Haryana was signed by Dr. U D Choubey, Director (Mktg.), GAIL and Shri Rajeev Arora, Managing Director, Haryana State Industrial Development Corporation in presence of Shri Bhupinder Singh Hooda, Hon’ble Chief Minister of Haryana and Shri Proshanto Banerjee, Chairman and Managing Director, GAIL. Shri G Madhavan, Chief Secretary, Haryana and other senior officials of the State Government and GAIL were also present on the occasion.

Another MoU with Punjab was signed by Dr. U D Choubey, Director (Mktg.), GAIL and Mrs. Ravneet Kaur, Managing Director, Punjab State Industrial Development Corporation in presence of Dr. Amrinder Singh, Hon’ble Chief Minister of Punjab and Shri Proshanto Banerjee, Chairman and Managing Director, GAIL. Shri J S Gill, Chief Secretary, Punjab and other senior officials of the State Government and GAIL were also present on the occasion.

The MoUs signed separately with the Industrial Development Corporations of Haryana and Punjab provide for coordinated effort in developing in taking the next steps for extending existing Hazira Vijaipur Jagdishpur (HVJ) pipeline network from Dadri to Nangal. The 590 km pipeline to be laid with an estimated investment of Rs.2700 crore will pass through the districts of Sonipat, Panipat, Karnal, Kurukshetra in Haryana and through Sangrur, Ludhiana and Nangal in Punjab. It is also planned to cover Hisar, Yamuna Nagar in Haryana and Mandi Gobindgarh in Punjab. 

The demand potential of the network is expected to cross 20 MMSCMD and shall provide the infrastructure for bringing the clean and environment-friendly energy resource to the consumers in the region. The Pipeline will meet the demand of the consumers in industrial, transport and domestic sectors. The pipeline network will also provide fuel for power generation, heating and cooling purposes. The usage of gas heralds a more efficient use of energy resources and will increase the competitive edge of the industries using the same as against the liquid fuels like Diesel, FO etc. 

Under the Gas Cooperation MoU, GAIL will use its technical and commercial expertise to study various options and collate the gas demand potential of the States and address accordingly the requirement of pipeline infrastructure and associated facilities for the region under feasible gas supply options on long term competitive basis. 

The field level activities for dovetailing the power requirements in the states with GAIL’s network development plans have already commenced with the signing of initial Heads of Agreements (HoA) for Gas Sales and Gas Transmission with PSEB for the Doraha Plant and the HPGCL for the Panipat, Hisar and Faridabad Gas Based Projects. The Haryana plan includes setting up gas based projects at Jhajjar and Yamuna Nagar in addition. 

GAIL has also commenced the demand aggregation exercise with the industries along the pipeline route up to Ludhiana including the industries in Panipat, Sangrur etc. 

On behalf of Haryana Government, HSIDC and on behalf of Punjab Government, PSIDC will act (a) as a nodal agency for facilitating the information pertaining to power, fertilizer and any industry-wide gas based projects in the State (b) co-ordinate grant of all necessary permissions, clearances required for development of gas pipeline infrastructure and associated facilities (c) co-ordinate with Government Departments for assistance in arranging meetings, data supply etc. and (d) assure taking R-LNG/NG/CNG on a ‘Most Favoured’ basis from GAIL for its existing and prospective customers 

The MoU also provides for GAIL and the state designated agencies to identify the industrial clusters as specific projects for distribution of gas and also provisions for determining the modus operandi for implementation of the project which could be considered also through Joint Venture between GAIL and the Nodal Agencies i.e. HSIDC and PSIDC.
