PGCIL's Performance during 2007-08

POWERGRID, the Central Transmission Utility (CTU) of the country, is engaged in Construction and Operation & Maintenance of inter-State transmission system and operation of National & Regional Power Grids. Over a period of 16 years, POWERGRID has emerged as one of the largest and best managed transmission utilities in the world and is playing a strategic role in Indian Power Sector.

During FY 2007-08, Company has once again excelled in all areas of its operation, with achievements exceeding the targets set under Memorandum of Understanding (MoU) signed with Ministry of Power (MoP). It is a matter of pride that POWERGRID has been chosen for the prestigious “MoU Excellence Award” for year 2006-07 by the Department of Public Enterprises, Ministry of Heavy Industries & Public Enterprises for being amongst the top ten Public Sector Enterprises and only organisation in power sector. It is worth mentioning here that POWERGRID have received this prestigious award in the past also for 6 years. 

Three projects of POWERGRID have bagged the prestigious “National Awards for Meritorious Performance” instituted by the Government of India for the year 2006-07. POWERGRID’s 132 kV Transmission System in North-Eastern region received the Gold award while Silver awards were conferred on the 220 kV and 400 kV Transmission System in Western Region and the 400 kV D/C Kahalgaon-Patna-Balia Transmission Line. Sushilkumar Shinde, Union Minister of Power gave away the awards to CMD, POWERGRID on March 20, 2008.

 

Highlights of POWERGRID during 2007-08 in various functional areas are briefly outlined below:

 

POWERGRID continued to implement its projects with economy and within stipulated time frame to derive maximum economic benefits. It’s advanced and cost effective Integrated Project Management and Control System (IPMCS) for total project review and monitoring, has been contributing significantly. During FY 2007-08, POWERGRID commissioned transmission projects worth about Rs. 6,000 Crore, thereby adding transmission network of 7,350 Circuit Kms, 9 EHV AC sub-stations and transformation capacity of more than 13,700 MVA. Major projects commisoned during the year include, Kahalgaon –II (Phase-I) Transmission System (Rs. 2830 Crore), Vindhyachal –III Transmission System (Rs. 690 Crore), 400 kV D/C Bina – Nagda Transmission Line (Rs. 388 Crore), System Strengthening –III of Southern Region (Rs. 285 Crore). These additions to POWERGRID’s network have helped in improving power supply situation in various regional grids, facilitating enhanced inter-regional power transfer capacity and reliability of the system. 

 

At the end of FY 2007-08, POWERGRID is operating around 67,000 ckt. kms. of transmission lines along with 111 Sub-stations with transforma­tion capacity of more than 73,000 MVA. With the use of state-of-the-art preventive maintenance techniques, average availability of transmission systems during the year 2007-08 was maintained at 99.65%. POWERGRID continues to wheel about 45% of total power generated in the country through its transmission network.

 

The state-of-the-art Unified Load Despatch & Communication (ULDC) schemes implemented by POWERGRID are operational in all five regions and are greatly contributing to bring quality and economy in operation of power system besides improving data availability, visibility and transparency. As a result of adoption of state-of-the-art operational practices, proactive preventive maintenance, ABT, modernization of RLDCs coupled with training & deployment of expert manpower and round the clock vigil for grid management, no major grid disturbances in the country is encountered for last 5½ years. Further, tripping of lines and minor grid disturbances in regional grids have come down so significantly that can be reckoned as a benchmark achievement. For overall co-ordination, National Load Despacth Centre (NLDC) at Delhi with back up at Kolkatta is under implementation and is expected to be completed by May 2008.

In line with the plan to establish an Integrated National Grid in a phased manner, various inter-regional transmission schemes have been commissioned/ undertaken for implementation during the year. Inter-regional power transfer capacity of National Grid has been enhanced to about 17,000 MW from 14,100 MW in FY 2006-07. Four major power regions of the country namely, North-Eastern, Eastern, Western and Northern are now operating as one synchronous grid (same frequency). Southern Region Gridis  connected to this synchronous grid through HVDC links.

With the modernisation of RLDCs and implementation of various inter-regional links by POWERGRID, inter-regional power exchange has grown manifold. During FY 2007-08, about 43,000 MUs of inter-regional energy transfer was facilitated, an increase of about 13% compared to previous year (about 38,000 MU). Growth of inter-regional power exchange has helped in meeting more demand in energy deficit regions besides achieving overall economy.

Under open access, more than 9,560 transactions were approved during the year involving 30,000 MUs of energy compared to 5787 transactions and 23,000 MUs of energy during 2006-07, increase of 30%. Energy worth about Rs. 10,100 Crore transacted through UI mechanism compared to Rs. 6,814 Crore during last year, an increase of 48%.

During XI Plan, Company envisages an investment of about Rs. 55,000 Crore  for further developing National Grid including inter-regional transmission systems, system strengthening schemes, transmission system for evacuation of power from generation projects under central sector and Ultra Mega Power Projects (UMPPs). Inter regional power transfer capacity of the National Grid is envisaged to be enhanced to more than 37,000 MW by year 2012.

 

Company has recorded an impressive financial performance during FY 2007-08, achieving a turnover of Rs. 4,700 Crore (Provisional) and Net Profit of Rs. 1,420 Crore (Provisional) as compared to Rs. 4,082 Crore and Rs. 1,229 Crore respectively during FY 2006-07. With the addition of huge transmission network, gross asset base of the Company has been enhanced to more than Rs. 35,000 Crore in 2007-08 from Rs. 29,015 Crore in 2006-07. To remain a financially progressive organisation in emerging market conditions, POWERGRID is taking all possible steps to improve its financial strength by taking up other kind of synergetic business such as consultancy assignments at National and International level in transmission, distribution, telecom etc.

 

The company undertook capital investment of Rs. 6,615 Crore during the financial year 2007-08 as against an outlay of Rs. 6,504 Crore and the required funds were tied up from internal resources, loans from multilateral funding agencies like The World Bank and ADB, bonds from the domestic sources, etc.

 

During FY 2007-08, POWERGRID entered the capital market with an IPO of 573.9 million equity shares of Rs. 10 each. The issue closed with overwhelming response from both domestic and global investors that surpassed the most optimistic expectations. Overall, the issue was subscribed 64.50 times; the institutional investors segment – about 116 times and the high-net worth individuals - 40 times. The global enthusiasm for the issue ($30 billion in bids) has particularly been historic. This tremendous response shows the growth potential of the Corporation and the faith of people/investors in the Indian Power Sector in general and the Corporation in particular. POWERGRID is today perceived as a Company with high growth potential instead of a utility with fixed income.

 

Based on its in-house expertise in various facets of transmission and telecom sectors, POWERGRID has been offering consultancy services in India and abroad. During the year 2007-08, POWERGRID has secured 34 nos. of new consultancy assignments with project cost (including POWERGRID consultancy fee) of about Rs. 1,840 Crore. Company has realised consultancy fee of about Rs. 235 Crore from its ongoing consultancy projects during the year.

 

From its telecommunication business, POWERGRID received revenue of Rs. 125 Crore during FY 2007-08, a growth of 62% over last year (Rs. 77 Crore). Today, POWERGRID is serving major telecom players in mobile & NLDO segment and is also planning to tap customers in entertainment and broadcasting industry.

 

POWERGRID has taken leadership position in development of new technologies in transmission sector for long term power transfer requirement from large generating station to distantly located load centers. POWERGRID is fully geared up to develop Transmission Systems with highest transmission voltage of 1200 kV in AC and + 800kV in DC. As a part of this, POWERGRID is establishing a 1200kV Ultra High Voltage AC Test Station at Bina (WR) as a collaborative effort with manufacturers for indigenous development of 1200KV equipment in India. POWERGRID is also ready with its action plan to implement +800kV, 6000 MW HVDC Bi-pole line from North Eastern region to Northern Region (Agra). This shall be the first of its kind (+800kV HVDC line) in the world having the largest power carrying capacity and transferring power over more than 2000 Kms. 

 

Keeping in view complexities of grid operation in a dynamically changing electricity market, continuous upgradation of the load dispatch centres through technologies like Intelligent Grid comprising Wide Area Monitoring, Adoptive Islanding, Voltage Security Assessment, Dynamic Security Assessment is also being explored. Other transmission technologies envisaged for future include: High Surge Impedance Loading (HSIL) line, Large scale automation of Sub-stations, Use of Helicopter in construction & maintenance, High Temperature Conductors for increased loading (INVAR, GAP, ACCC, ACCR), etc.

 

POWERGRID has taken lead role and making contributions in Govt. of India’s nation building schemes of Accelerated Power Development and Reforms Programme (APDRP) and Rajiv Gandhi Grameen Vidyutikaran Yojana (RGGVY) towards bringing qualitative improvement in the distribution sector.

 

Under APDRP, POWERGRID is acting as Advisor-cum-Consultant (AcC) to lend its managerial and technical expertise for improvement of distribution system in 177 distribution circles/ towns/ schemes spread over 18 States costing about Rs. 6,626 Crore. 81% of these schemes have been commissioned and the remaining sanctioned schemes are expected to be completed by March, 2009. POWERGRID is also implementing some of these schemes on deposit work basis under bilateral arrangement in States of Bihar, Goa, Meghalaya, Uttar Pradesh, Tripura and Gujarat at a cost of about Rs. 1,100 Crore, 90% of which has been completed.

 

Under Rajeev Gandhi Grameen Vidyutikaran Yojana (RGGVY), POWERGRID has been assigned the job for execution of rural electrification in 68 districts covering 87,300 Villages at an estimated cost of about Rs. 9,400 Crore. Cumulatively, POWERGRID has electrified 22,082 villages including 3 lac BPL commections. During FY 2007-08, more than 5,000 no. of villages were electrified by POWERGRID.

 

POWERGRID has been discharging its role diligently through continuous innovations in technical & managerial fields and by undertaking coordinated development of power transmission network along with effective and transparent operation of regional grids with desired stability, reliability and availability despite a continuing gap in supply & demand. It has evolved to a mentor position and is poised for sustainable growth with due regard to its social responsibilities and tenets of Corporate Governance.
